Dans cette publication de la semaine derni\u00e8re, nous avons d\u00e9taill\u00e9 les conditions de travail dans les foyers de soins de longue dur\u00e9e qui ont conduit \u00e0 l'\u00e9puisement du personnel. Nous avons \u00e9galement not\u00e9 qu'aux derni\u00e8res nouvelles, 38 000 postes de soins de longue dur\u00e9e \u00e9taient vacants dans l'ensemble du pays. Pour pourvoir ces postes, nous devons regarder au-del\u00e0 de nos fronti\u00e8res.<\/span><br><\/p>\n<p><\/p>\n<p><\/p>\n<p>Bien qu'il faille de nombreuses ann\u00e9es pour d\u00e9velopper un vivier national de talents, en pr\u00e9parant le terrain dans les \u00e9tablissements d'enseignement et en recrutant des personnes dans ces programmes, il existe \u00e0 l'\u00e9tranger de nombreuses personnes talentueuses qui pourraient avoir un impact fantastique dans notre secteur. Bien entendu, nous devons faciliter la venue de ces nouveaux arrivants au Canada et le faire de mani\u00e8re \u00e9quitable.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Pour la CALTC, cela signifie qu'elle doit respecter le Code de pratique mondial pour le recrutement international des personnels de sant\u00e9 de l'Organisation mondiale de la sant\u00e9. Cela signifie \u00e9galement que le secteur des soins de longue dur\u00e9e a la responsabilit\u00e9 de garantir des lieux de travail s\u00fbrs et \u00e9quitables pour les femmes et les personnes racialis\u00e9es qui sont de nouveaux Canadiens. Il est \u00e9galement essentiel de veiller \u00e0 ce que les nouveaux arrivants b\u00e9n\u00e9ficient d'un soutien tout au long de leur transition vers la vie au Canada.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Les foyers de soins de longue dur\u00e9e et les gouvernements provinciaux adoptent d\u00e9j\u00e0 des approches novatrices pour trouver de nouveaux talents. <a href=\"https:\/\/novascotia.ca\/news\/release\/?id=20230104001\">Le gouvernement de la Nouvelle-\u00c9cosse a r\u00e9cemment conduit une d\u00e9l\u00e9gation<\/a> dans un camp de r\u00e9fugi\u00e9s kenyans o\u00f9 elle a r\u00e9ussi \u00e0 recruter 65 travailleurs de la sant\u00e9 qui viendront dans la province et seront employ\u00e9s dans le secteur des soins de longue dur\u00e9e. Ils devraient arriver au milieu de l'ann\u00e9e et utiliser leurs connaissances pour aider les personnes \u00e2g\u00e9es de Nouvelle-\u00c9cosse dans leur vie quotidienne.<\/p>\n<p><\/p>\n<p><\/p>\n<p>En Nouvelle-\u00c9cosse, les travailleurs arrivant du Kenya seront accueillis avec un logement et d'autres aides n\u00e9cessaires pour mener une nouvelle vie r\u00e9ussie dans la province. Ces travailleurs ont \u00e9t\u00e9 amen\u00e9s d'Afrique de l'Est dans les Maritimes dans le cadre du Programme pilote sur la voie d\u2019acc\u00e8s \u00e0 la mobilit\u00e9 professionnelle. Ce programme est extr\u00eamement prometteur, car il aide les r\u00e9fugi\u00e9s qualifi\u00e9s \u00e0 prendre un nouveau d\u00e9part et les prestataires canadiens de soins de sant\u00e9 et de soins de longue dur\u00e9e \u00e0 faire face aux graves p\u00e9nuries de personnel. Mais il ne s'agit pas d'une solution miracle, et le programme peut encore \u00eatre d\u00e9velopp\u00e9. \u00c9largir le programme et soutenir les employeurs au moyen d'une enveloppe de financement distincte afin d'aider les r\u00e9fugi\u00e9s \u00e0 l'\u00e9tablissement d'un nouveau foyer.<\/p>\n<p><\/p>\n<p><\/p>\n<p>L'acc\u00e9l\u00e9ration du processus d'immigration devrait \u00e9galement \u00eatre une priorit\u00e9 pour les dirigeants d'Ottawa. Les d\u00e9lais de traitement \u00e0 Immigration, R\u00e9fugi\u00e9s et Citoyennet\u00e9 Canada peuvent \u00eatre \u00e9prouvants pour les personnes qui essaient de venir au Canada. Pour att\u00e9nuer la crise des RHS que nous connaissons, nous devons am\u00e9liorer l'efficacit\u00e9 de l'\u00e9valuation des demandes de visa. Le gouvernement f\u00e9d\u00e9ral a pris quelques mesures initiales, mais il reste encore du travail \u00e0 faire. Tant que nous y sommes, nous devrions \u00e9galement augmenter le nombre de visas de travail annuels accord\u00e9s aux professionnels de la sant\u00e9 form\u00e9s \u00e0 l'\u00e9tranger.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Malheureusement, pour ces nouveaux arrivants bien form\u00e9s et instruits, l'arriv\u00e9e au Canada ne repr\u00e9sente souvent que la moiti\u00e9 du chemin. Ils se heurtent rapidement \u00e0 un mur de bureaucratie : Le syst\u00e8me des ordres provinciaux et territoriaux. Ce syst\u00e8me d'exigences et d'accr\u00e9ditations diff\u00e9rentes selon l'endroit o\u00f9 l'on vit nous place dans une position d\u00e9savantageuse par rapport \u00e0 d'autres pays.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Le Canada est un grand pays o\u00f9 de nombreuses personnes du monde entier souhaitent venir vivre et travailler, mais nous sommes en concurrence avec d'autres pays similaires tels que le Royaume-Uni et l'Australie. Ces pays n'ont pas le m\u00eame syst\u00e8me r\u00e9glementaire fragment\u00e9 et optent plut\u00f4t pour l'accr\u00e9ditation professionnelle au niveau national.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Nous devons faciliter les choses en nous attaquant aux probl\u00e8mes de mobilit\u00e9 de la main-d'\u0153uvre entre les provinces et les territoires. La rationalisation des exigences est un bon point de d\u00e9part. La reconnaissance des dipl\u00f4mes internationaux ou la mise en place de programmes de transition simples et sens\u00e9s pour s'assurer que les travailleurs form\u00e9s \u00e0 l'\u00e9tranger poss\u00e8dent les comp\u00e9tences n\u00e9cessaires dans leur domaine devraient \u00e9galement \u00eatre des priorit\u00e9s.<\/p>\n<p><\/p>\n<p><\/p>\n<p>En adoptant les bonnes strat\u00e9gies et en modifiant les politiques, nous pouvons accueillir les nouveaux arrivants dans le secteur canadien des soins de longue dur\u00e9e, o\u00f9 ils s'\u00e9panouiront au sein de nos communaut\u00e9s et sur le plan professionnel, en aidant les r\u00e9sidents des foyers de soins de longue dur\u00e9e. Il s'agit d'un \u00e9l\u00e9ment cl\u00e9 de la strat\u00e9gie visant \u00e0 relever les d\u00e9fis li\u00e9s aux RHS dans le secteur des soins de sant\u00e9.
